government use imported into China (e.g. Shanghai Embassy telegram No. 620 to me of the 7th July) are

the most informative for the purpose of making an

approximate calculation of the comparative imports of arms into China from the various countries. I hope

therefore that it may continue to be possible for His Majesty's Ambassador to obtain these figures confidentially

month by month from the Inspector General and transmit

them to me.

I should also be grateful if I could be sup- plied promptly (when necessary by telegram) with any information which His Majesty's Ambassador may be able

to obtain in regard to the scope and effectiveness of

the German embargo on ams exports to China. My present

information is that, despite the embargo, a large pro-

portion of these German exports continue to be effected

via Sweden.
